I know that there is a collector, Guardsman Ayoki, just outside of the W entrance to Tsumei Village who takes 3 Crimson Skull Coins for the Ritualist Headgear (35 armor). Haven't been able to find the others yet.

Actually most of the earlier stuff is near the Harbor town, but it's not really worth messing with at that point because you can buy it.
